What you are looking at
The map is drawn by us from RDR2's own files (the minimap tiles, the heightmap and mapzones.meta), not traced from screenshots. Terrain shows the relief, Paper the pause map look. The 3D view lays the same map over the game's heightmap and streams in the buildings, interiors and trees of the towns built so far as you move.
Coordinates
The numbers in the corner are world metres, the same x and y RedM scripts use. Zone outlines are the polygons of mapzones.meta: the ones the game's zone natives answer from.
